Today Dmitry Peskov, the Press Secretary for President-elect Putin refuted rumors that a new power structure - National Guard can be created in Russia reporting only to the President.
However, reliable sources site President Putin’s recent meetings with key Generals, specifically with the Commander of the Airborne Forces, Lieutenant-General Vladimir Shamanov, and with the Commander of Interior Forces Army General Nick Rogozhkin rumored to be put in command of the newly formed Russian National Guard.
National Guard of the US States established with the Militia Act of 1903 under Title 10 and Title 32 of the U.S. Code, serves as part of the first-line defense for the United States.
Taking a page from an American playbook, this long overdue Russian National Guard will serve the Office of the President to protect and enforce Russian Constitution, and to provide day-to-today political, economic and social stability.
Initially formed from Ministry of the Interior troops, and other existing power structures, including Military Police, it will number between 350,000 to 400,000 troops--mainly (up to 80% ) these will be volunteer contractors.
