US Government awaits a successful completion of negotiations with the Russian Ministry of Defense concerning creation in Ul'yanovsk, Rusia of a major transportation and logistics base for NATO.
The base will be engaged in the multi-modal back-haul of loads from Afghanistan which will combine air and surface transfer of loads from Afghanistan to Russia, bypassing Uzbekistan.
Russia will than form railway trains to dispatch loads to NATO countries.
